Massachusetts has its own building code amendments, its own plumbing and electrical codes, and a rebate program, Mass Save, that pays for a large share of heat pumps and insulation in most towns but not in the roughly 50 communities served by a municipal light plant. A third of homes are on septic systems governed by Title 5.
